Three Rivers Community College Named 2021-2022 Military Friendly® School

Three Rivers Community College is pleased to announce that it has earned the 2021-2022 Military Friendly® School designation. Each year, the prestigious list of Military Friendly® Schools is provided to service members, veterans and their families, helping them select the best college to receive the education and training needed to pursue a civilian career.

To earn the Military Friendly® School designation, Three Rivers met thresholds for Student Retention, Graduation, Job Placement, Loan Repayment, Persistence (Degree Advancement or Transfer), and Loan Default rates for all students and, specifically, for student veterans.

“As a submarine veteran, I know the difference a college degree can make to our active duty and veteran students. For more than 50 years, Three Rivers has played a central role in higher education in Southeastern Connecticut. The Military Friendly recognition shows our continuing commitment to support the academic development of those who serve our country,” said Interim Dean of Academic and Student Affairs Kem Barfield.

The College has a Veterans Organization Student Group and an OASIS Center, which serves as the focal point for veterans’ activities and access to services such as academic advising, Veterans Administration educational benefits, and counseling. Though currently closed due to the pandemic, the OASIS center provides a place to take a break during the school day, study, and socialize with fellow veterans.

In 2019, Three Rivers became an officially associated chapter of the Veteran Students of America. Three Rivers has also dedicated two parking spaces to Purple Heart recipients, and the Three Rivers Veterans Organization puts together a large Thanksgiving Dinner food drive each year, completely meeting the needs of the Norwich Vets Center.

Three Rivers designates parking spots for Purple Heart recipients

Norwich, CT (The Day, November 12, 2018) —  Three Rivers Community College unveiled two parking spots, freshly painted purple, near the main entrance on campus Monday – making it the first college in the state to designate parking spots for Purple Heart recipients.

Two current students and a faculty member have been awarded the medal. They were not at the brief ceremony unveiling the spots Monday, and did not want their names publicized.

The Purple Heart, one of the oldest and most renowned military medals, is awarded to service members who were killed or wounded by enemy action. The medal was established by the Army in 1932, initially to recognize “meritorious action.”

The National Purple Heart Hall of Honor estimates that 1.8 million Purple Hearts have been awarded. The wars in Iraq and Afghanistan have greatly increased the number of service members receiving the award, and the potential conditions for receiving the award: a purple heart-shaped medal with bronze border and George Washington’s coat of arms between two green spray leaves.

Local veterans celebrated; honored for service

Norwich, CT (Norwich Bulletin, November 12, 2018) — While eastern Connecticut was abuzz Sunday with Veterans Day celebrations and commemorations, a pair of local events Monday at Three Rivers Community College and Foxwoods Resort Casino carried forth the region’s efforts to honor veteran service and sacrifice.

At Three Rivers in Norwich, the school held a dedication for two newly-designated Purple Heart parking spaces just steps away from the building’s main entrance.

The school’s acting Director of Student Activities Alycia Ziegler said the school has a large veteran population and felt it was appropriate to honor the veteran population at Three Rivers.

“We wanted to give our combat-wounded veterans access to the front of the building,
but we didn’t want to take away from the handicapped spots,” said Alycia Ziegler, Director of Student Activities at Three Rivers Community College.

The two spots painted purple are reserved for Purple Heart recipients. The school knows of two students and one staff member who have received the military honor.

In the News | Attendees take advantage of free screenings at health expo

Mohegan, CT (The Day, November 10, 2018) —  Michael White worked in cardiology for 27 years, and noticed a distinct change in patient behavior during that time.

“It used to be if you had chest pain, you’d run to the doctor,” White said. Now, people will wait months before going to the doctor, at which point there’s often fewer options for treatment. “People come in with pain, open wounds, black toes,” he said. “If we catch some of it earlier, we can prevent amputation, that’s what it’s about.”

White, director of business development at The Vascular Experts: Southeastern CT Vascular Center, said that was the point of offering free vascular disease screenings Saturday as part of the Chamber of Commerce of Eastern Connecticut’s “Total Life Expo” at Mohegan Sun, which also featured dozens of vendors and cooking and fitness demonstrations.

As of 1:30 p.m., about 50 people, ranging in age from twenties to nineties, went through the quick vascular ultrasound. About 75 percent of them said it was their first time getting that kind of screening, White said.

The Uncas Health District Medical Reserve Corps partnered with the nursing program at Three Rivers Community College to perform blood pressure screenings.

Nursing students had screened about 75 people, as young as 23 and as old as 73, as of 1:45 p.m. High blood pressure, which can lead to stroke and other serious health problems, is known as “the silent killer” because people don’t know they have high blood pressure because they don’t exhibit any symptoms.

Jim Latourette, 84, of Quaker Hill said he usually has his blood pressure checked once a week at his local senior center, but decide to take advantage of that and the vascular disease screening while touring the expo. He has high blood pressure and vascular problems, and while he’s seen a physician about both, he said he was “steered in the direction of help” on Saturday for his vascular issues.

Lori Bernier, a primary therapist at Natchaug Hospital in Mansfield, was manning a booth that gave free mental health screenings. Eleven people visited the booth. Karen Colt, an employee of Rivereast Treatment Center in Vernon, part of Natchaug Hospital, said she’s done mental health screenings at the expo for three years, and she’s noticed people are curious to get information but reluctant to fill out an assessment form.

“They’ll talk but actually filling out the form is difficult,” Colt said. Some have walked by, seen the “depression” sign hanging above the booth and quickly looked away, she said, which shows while the stigma around mental health has lessened, it still exists.

“It’s like any other disease,” she said. “People don’t hesitate to talk at the swimming pool about their cardiovascular issues or eczema.” Bernier also was alerting people to a program she runs at the hospital for adults 55 and older who are struggling with mental illness or substance abuse. “You don’t think of seniors as having substance abuse problems but it can be a big issue for people with a lot of time on their hands and no regular routine,” Colt said.

They also can struggle with chronic illnesses that keep them isolated at home, she said, or feel loneliness due to the loss of a partner or friend.

Veterans Educational Benefits

We stand ready to provide guidance regarding eligibility requirements and the processes needed to access Veterans Administration educational benefits. We will assist you through the process and also help you access other benefits you may qualify for.

Available Veterans Educational Benefits

Chapter 30 Benefits– Montgomery GI Bill®, Active Duty (MGIB)

The MGIB program provides up to 36 months of educational benefits. The benefits may be used for degree and certificate programs, flight training, and apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be appropriate under certain circumstances. Generally, benefits are payable for 10 years following your release from active duty. This program is also commonly known as Chapter 30. This benefit is for those veterans who served on active duty after June 30, 1985, those who had remaining entitlement under the Vietnam era GI bill, and those who switched VEAP before voluntarily separated after February 2, 1991.

Chapter 31 Benefits: Vocational Rehabilitation for Veterans with Service-connected Disabilities

Vocational rehabilitation educational benefits are for veterans that have received, or will receive, a discharge that is other than dishonorable, has a service-connected disability rating of at least 10%, or a memorandum rating of 20% or more from the Department of Veterans Affairs and applies for vocational rehabilitation and employment VR&E VetSuccess services.

Chapter 32 Benefits: Veterans Education Assistance Program (VEAP)

VEAP is available if you first entered active duty between January 1, 1977 and June 30, 1985 and you elected to make contributions from your military pay to participate in this educational benefit program. Contributions are matched on the $2 for $1 basis by the Department of Defense. This benefit may be used for degree and certificate programs, flight training, and apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be approved under certain circumstances.

Chapter 33 Benefits

Generally, an individual who served a minimum of 90 days on active duty after September 10, 2001, will be eligible for education assistance under the post 9/11 GI bill®. Active duty served as a member of the armed forces or as a result of a call or order to active duty from a reserve component under section 688, 12301(a), 12301(d), 12303(g), 12302, or 12304 of the Title 10 is qualifying active duty service. In general an individual’s eligibility to use Chapter 33 benefits expire 15 years from the date of the last discharge or release from active duty of at least 90 days.

Chapter 35 Benefits: Dependent Educational Assistance (DEA)

Educational assistance paid to dependents of veterans who have a service-connected permanent and total disability or died as a result of service connection.

Chapter 1606 Benefits: Montgomery GI Bill® Selected Reserve (MGIB-SR)

Chapter 1606 is an educational program for members who are actively participating in the selected reserve. Selected reserve components include the Army Reserve, Naval Reserve, Air Force Reserve, Marine Corps Reserve, Coast Guard Reserve, Army National Guards, and Air National Guard. The Department of Defense and the Department of Homeland Security (Coast Guard) determine who is eligible for Chapter 1606. The Department of Veterans Affairs administers the program and pays benefits.

Chapter 1607 Benefits: Reserve Educational Assistance Program (REAP)

This is an education program for active members of the selected reserve called to active duty and members of the individual ready reserve (Army IRR, Air Force IRR, Navy IRR, and Marine Corps IRR) called to active duty in support of a contingency operation or a national emergency declared by the president or congress.

Connecticut National Guard Tuition Assistance

CT National Guard members will need to file an application with their unit before the beginning of each semester. The Certificate of Eligibility that is issued from the CT National Guard must be on file you’re your campus Certifying Official before the registration process can be completed.  Tuition waivers are not provided for Summer Session, Winter Intersession, or Credit-Free Courses.

Veterans Tuition Waiver

A waiver of general fund tuition is extended to all eligible Connecticut Veterans with service during certain wartime periods. Members of the Connecticut National Guard may also be eligible for waivers of tuition.

To be eligible for a tuition waiver, veterans must:

  • be honorably discharged or released under honorable conditions for active service in the U.S. Armed Forces (U.S. Army, Navy, Marine Corps, Air Force, and Coast Guard). National Guard members, activated under Title 10 of the United States Code, also are included.
  • have served at least 90 or more cumulative days active duty in time of war (please see Periods of Service below), except if separated from service earlier because of a federal Department of Veterans Affairs (VA) rated service-connected disability; or the war, campaign, or operation lasted less than 90 days and service was for the duration.
  • be accepted for admission at CT State.
  • be domiciled in Connecticut at the time of acceptance, which includes domicile for less than one year.

Veterans must submit their DD-214 (Discharge Papers) to their campus Certifying Official. Tuition waivers are not provided for Summer Session, Winter Intersession, or Credit-Free Courses.

Periods of Service

Only those who served in the following manner may qualify:

Active duty for at least 90 days during:

  • World War II — December 7, 1941 – December 31, 1946
  • Korean Conflict — June 27, 1950 – January 31, 1955
  • VietnamEra — February 28, 1961 – July 1, 1975
  • Persian Gulf War — August 2, 1990 – Until an ending date prescribed by

Presidential proclamation or by law (no end date at this time).  All military war service subsequent to August 2, 1990, is covered, including but not limited to, Enduring Freedom, Noble Eagle, Iraqi Freedom, Somalia, and Bosnia.

Engaged in combat or in a combat support role in:

  • Lebanon —  July1, 1958 – November 1, 1958 or September 29, 1982 – March 30, 1984
  • Grenada — October 25, 1983 – December 15, 1983
  • Operation Earnest Will — July 24, 1987 – August 1, 1990 (escort of Kuwaiti oil tankers flying the U.S. flag in the Persian Gulf)
  • Panama — December 20, 1989 – January 31, 1990

Reservists must be mobilized in time of war for other than training purposes.

Requirements for Receiving Veterans Education Benefits at Three Rivers

Veterans and students eligible for Veterans Administration (VA) education benefits must complete the College’s application procedures for degree or certificate students. In addition, such students must contact a College VA Certifying official (Justin Slater at 860-215-9294 or Donna Ramos at 860-215-9283). Reservists and members of the National Guard are eligible for the Montgomery GI Bill® (Chapter 1606) and must contact a College VA Certifying official and supply the Notice of Basic Eligibility (NOBE) form in order to file for benefits. Connecticut tuition waiver may apply to some veterans.

All students who will use VA benefits must be enrolled at Three Rivers as degree or certificate-seeking students. New students must have military and civilian education evaluated by the College. Since Veterans Administration benefits cover only courses which do not replicate previously gained credit, students receiving VA benefits are advised to submit their separation (DD214) and/or educational transcripts for an evaluation of Military Learning and /or transfer credits.

Continued eligibility for benefits is contingent upon the student complying with College regulations and conformance with program-of-study requirements. Only courses required for degree or certificate completion are covered by VA benefit programs. Additional courses selected by the student become the financial responsibility of the student.

Steps to Apply for Veterans Educational Benefits

STEP 1: Go to the GI Bill® Website

Go to the Department of Veterans Affairs GI Bill® website for additional information, or or call the VA directly at  888-442-4551. Make sure you bring a copy of your DD214 (member 4).

STEP 2: Meet with the VA Certifying Official

You need to sit down with a VA Certifying Official to go over your paperwork and discuss the process of receiving your benefits. Additional information and rules that apply to receiving your benefits are explained during this meeting. To make an appointment, call Justin Slater at 860-215-9235 or Donna Ramos at 860-215- 9283.*

* Please note that you are free to make an appointment to meet with a VA Certifying Official at any time during this process, and at any other time you have questions or concerns.

Once you have applied and met with a Three Rivers educational advisor to select courses, if you have any questions or concerns that Three Rivers cannot assist with, you can contact the U.S. Department of Veterans Affairs at 888-442-4551 or visit the official website at Veterans Benefits Administration – Education and Training. Principles of Excellence

In the News | Norwich resource fair resonates with vets of all ages

Veterans Fair Norwich, CT (Norwich Bulletin, March 22, 2018) —  Andrew Broggins is a 29-year-old Navy veteran looking for a job.

The submariner from Norwich, who is a Pennsylvania native, graduated from Three Rivers Community College in 2012 after studying electric engineering and technology. He is expected to graduate with his bachelor’s degree in May. But he returned to his old stomping ground on Thursday to attend the fifth annual Veterans Resource Fair, and brought along with him a few copies of his resume.

More than 40 organizations ranging from state agencies, employers and health care groups, as well as 13 yellow ribbon colleges were in attendance for the event, offering a variety of resources for veterans of all ages.

“It can be very challenging for veterans to get a job,” Broggins said. “You come out of the service with a lot of skills and experience, and when you go for the interview, people always say thank you for your service. The energy is there, but it’s difficult to get over that hump.”

For fellow retired Navy submariner Jon Pierce, 61, of Oakdale, Broggins story sounds very familiar.

“For older veterans, there is a lot of difficulty when it comes to technology. They aren’t familiar with email, or job search sites. Some of them don’t know how to use a computer, and some don’t want to know,” he said.

At Thursday’s fair, Pierce was making the rounds to collect business cards and pamphlets from local resources, in hopes of passing on the information to other veterans.

“This area has a very heavy population of veterans,” Sharon Lincoln, who works as a student support specialist at the community college and organizes the annual fair, said. “And there is even a high ratio of veterans at this school, too… We don’t just want this to be a fair for our students; we want this to be for the entire community.”

World War II veteran William Robinson, 92, of Preston, attends as many veteran fairs and events as he can. The Marine vet said he was keeping an eye out for a fellow World War II vet, though he always hopes to meet new faces, as well.

Veterans Resource Fair, Thursday, October 20, 11 am -2 pm

veterans-resource-fair-2016-flyer-croppedjpgThree Rivers Community College is pleased to announce that it will host for the fourth year the Veterans Resource Fair, a one-stop resources for jobs, health services, networking and more.  It will be held on Thursday, October 20, 2016 from 10 a.m. to 2 p.m. in Three Rivers Community College’s Multi-Purpose Room.

This free event is open to all veterans and their families within the 2nd Congressional District (eastern Connecticut). It is also open to the public and features representatives from a broad range of organizations in the fields of:

Student veterans will find that Three Rivers is truly a Veteran Friendly Campus.

At the center of veteran life at TRCC is the OASIS Center (Operation Academic Support for Incoming Service Members). The OASIS is a place for veterans to socialize, study and receive mentoring, or become a mentor to other veterans.
